`BufferedUpdates` used to count deleted terms without deduplication to respect `IndexWriterConfig.setMaxBufferedDeleteTerms`. As `IndexWriterConfig.setMaxBufferedDeleteTerms` is removed since [LUCENE-7868](https://issues.apache.org/jira/browse/LUCENE-7868), the overcounting can be avoided now.
