I just made a very interesting observation. For all the scenarios reported in 
the JIRA description (PG and HAWQ versions),
MADlib was built from source in debug mode (-DCMAKE_BUILD_TYPE=Debug). I tried 
building MADlib on PG-9.4 with
-DCMAKE_BUILD_TYPE=Release, and the install check failures go away!

So modifying the JIRA header and description to indicate that this is when 
MADlib is built in debug mode.
