As a MADlib developer, I want to
support Ubuntu
so that
MADlib can support the most popular Linux distro.
Notes
* Suggest we start with 16.04
* Suggest we support PostgreSQL and Greenplum 5.x for this story
* Do not need to support GP 4.x, unless someone in the community feels strongly
about this (let us know)
