Yes, that sounds right; most extensions depend on `pg_config` for installation 
location. The same could be true for whatever currently goes into `/usr/local` 
(which isn't supported by all platforms anyway). If it's just the `madpack` 
library (in addition to the control file and SQL scripts), it could go in 
`pg_config --bindir`.
