I have switched the title of this JIRA as there is no "upload of code to
sonatype repo".
The process to publish a release is described at:

It might be useful to also look into some automation that has been done for
releases

After a release is voted and approved by IPMC, then the artifacts staged in
repository.apache.org and the release staging folder are all moved to the final
location and synced with proper mirrors (e.g. sonatype, etc) automatically.
