Allow users to provide 'href' attribute to be used a section or subsection

I would like to see something like:
<section name="Some Long Description" href="desc">
be allowed in xdoc.
The 'href' attribute can be optional-- if it does not exist, then the section
name can be used as the anchor, as usual. If it is present, then the contents
of the href attribute should be used instead.
