yes, some partially resolved POM could be installed/deployed instead of the 
original pom

bq. maybe we could use prerequisites/maven to decide if ${this.*} should be 
resolved or not.
this won't solve anything regarding POM already deployed to central: POM 
deployed to central will require $\{this.*} empty poms
