I like that this has been thought of for POM version 5.0.0. Are there any 
public plans or issues about POM 5.0.0?

There is an issue in the tracker that is similar to this one: MNG-5814, but 
it's only about the verification of plugins. A generic solution should work for 
all dependencies.
