Let me rephrase it:
1. Have you tried the code on a non-Unicode locale?
2. Likely yes.
I have tried on:
* Windows 10: works out of the box
* Git Bash: does not work unless you pass {{MAVEN_OPTS=-Dfile.encoding}}
* Unix-like directly is no problem, e.g., any Linux distro or *BSD
Have you tried Windows 7? {{cmd}} has changed in Windows 10.
