Repository Mirrors in settings.xml need to specify layout

Mirrors are different sites from the main one. Since they could be arranged in
almost any directory structure and still be a logical mirror of the artifacts
on the original site, and since we now support <mirrorOf>*</mirrorOf> in the
mirror specification, they also need to allow/require the <layout/> element
from the repository, to specify how the mirrored artifact repository should be
constructed/accessed.
