The TestNG framework is on GitHub. Feel free to discuss it with TestNG
committers and mention a link to this issue.
I have no idea whu the listener is not called. The surefire passes the listener
to TestNG instance which is then up to TestNG f/w then. Please be fast because
we want to cut a release version 2.21.0 with Java 9 support.
