[~t_heit], I have evaluated your PR and think that this is the wrong place for
this. The {{svn-settings.xml}} is intented as a base config for *all* commands
(see {{SvnCommandLineUitls}}). I'd rather see here a {{ScmBranchParameters}}
and {{ScmTagParameters}} here.
