* Provide a Table of Contents (the page is too long).
* Enumerate the available lifecycles (default, clean, site).
* Provide references to the list of phases for those lifecycles lifecycles .
* Explain goals and how they relate to the build phases.
* Provide references to the default goal bindings on the build phases.
* Explain what plugins are and how they relate to goals
* Transfer the "...For developers" section to Guide to Java Plugin Development.
Users don't need to know tihs.
