I'm not sure if I understand your problem but the {{-pl}} option does not have 
a negation
{code}
 -pl,--projects <arg>                   Comma-delimited list of specified
                                        reactor projects to build instead
                                        of all projects. A project can be
                                        specified by [groupId]:artifactId
                                        or by its relative path
{code}
Apart from the negation. If a given project is not part of the reactor it must 
fail...?
