</plugins>

nets the result of
[ERROR] svn: URL 'svn://172.22.248.151/svn/dirty/pcs/tags/premaven' doesn't
exist
I would expect it to look in
'svn://172.22.248.151/svn/dirty/pcs/branches/premaven'
