It is currently possible to override the "To:" address for all email
notifications by setting the <to-override> element in application.xml.
This also needs to be done for IRC notifications, etc.
Case in point, if you add Cargo to Continuum, it floods the #cargo channel with
notices because there is an IRC notifier configured in Cargo's pom.
