Creating a Group with an existing id errors

If you create a new group with the same group id as another, you get:
Error Occurred
Show/hide Stack Trace
Clicking on the Show/hide doesn't show anything. A plexus user repeated the
issue and found this in the log:
ERROR Action:addProjectGroup - Error adding project group: Unable to add
the requested project group: groupId already exists.
