SNAPSHOT as property bypasses dependency snapshot check

if a pom has a property called project.version then you can put artifacts into
a release repo with snapshot dependencies
http://mirrors.ibiblio.org/pub/mirrors/maven2//org/codehaus/plexus/security/plexus-security/1.0-alpha-8/plexus-security-1.0-alpha-8.pom
that project release will use snapshots for all dependencies because it is
getting fed it from a property.
