Once again the point is that we must enable provided only for explicitly 
allowed API, rest must be compile. So provided by default is the promise to 
have ClassNotFound very quickly. In terms of perf the actually provided deps 
can be skipped even if in compile mode so we have multiple axes to optimize but 
moving to provided maven-* does not work.
