While GA is still allowed according to the [ASF Privacy
Policy|https://www.apache.org/foundation/policies/privacy.html], there's now
[an ASF Matomo instance|https://matomo.privacy.apache.org/].
* Matomo doesn't track full IPs, doesn't track sessions after closing the
browser, etc.
* Additionally, GA is already illegal in some countries,, like France.
Let's replace the GA code with Matomo.
