The sourceEncoding parameter is not passed from the PMDRequest object into the
PMD configuration. This cause PMD to default to the system's default encoding.
This was discovered due to inconsistant behavior with UTF-8 chars from windows
to linux. I verified it is the only property in PmdRequest not being referenced
