Tools like IDEs, CI-servers and maybe even other tools need to have a
consistent way of resolving dependencies (I'd prefer to call it m2 style, to
make a clear difference with the Maven buildtool) and they might be using the
modulepath.
One way to solve this, is to export these packages only to the maven-api-impl
module.
