Javadoc tool should fail:
* with wrong options:
- 'encoding' and 'docencoding' options should be supported on the platform
* with conflict options:
- using together 'helpfile' and 'nohelp' options
- using together 'overview' and 'nooverview' options
- using together 'splitindex' and 'noindex' options
We need to catch them in the javadoc plugin
