The jaxws-api jar is not the correct one. It is missing class files (like
MTOM.class) that exist in the correct version available at:
http://download.java.net/maven/1/javax.xml.ws/jars/
(there is also a sources jar there that would be nice)
Our builds are failing if they have the central version already downloaded.
The two should definitely be in sync.
