Even in Maven3 the settings.xml for Wagon configuration is still supported: https://maven.apache.org/guides/mini/guide-http-settings.html#Support_for_General-Wagon_Configuration_Standards As far as I remember correctly, it was done with @cstamas to be able to run on Maven 4.
