Backport of #12088 (and #12084) to `maven-4.0.x`.
Fixes #12086: filters out transitive repositories and dependencies with
uninterpolated `${...}` expressions, preventing build failures caused by
unresolved property references in transitive dependency POMs.
Includes the prerequisite changes from #12084 (filter transitive
dependencies).
