**Still reproduces** on current master (4.0.0-SNAPSHOT built from `0a0c1269fa`). Running `mvnup apply --model-version 4.1.0` on httpcomponents-client at `ee6ebee18` still injects a spurious `<pluginManagement>` block with `maven-remote-resources-plugin:3.0.0` into the root `pom.xml`. The plugin is inherited from `httpcomponents-parent:14` — mvnup should not add a local override.
