Opened #305 to backport the #300 guard to `v4`, since `v4` is where the remaining failures are. Scope is deliberately just the backport - it does not touch the `setup-maven-version` trigger condition, which is the separate question above. apache/maven-resolver#1979 and apache/maven-surefire#3385 are both open doing the caller-side variant, and the two of them disagree on whether maintenance branches should be included (#1979 allows `master` only, #3385 also allows `surefire-3.*`), so that seems worth settling here before it is rolled out repo by repo.
