Backport of #11146 (MNG-8598) to the `maven-3.10.x` branch. Adds `MAVEN_PROJECTBASEDIR` variable substitution in `.mvn/jvm.config` for both Unix and Windows launcher scripts. Cherry-pick of c75e58e2236bb9a1805413c82f596a63cb4de3ab, applied cleanly with no conflicts.
