Use Maven's execution-request capability map to select Unicode tree characters only for interactive consoles with a compatible encoding. Files, batch mode and missing/incompatible metadata retain ASCII; explicit `tokens` values always win. Java 8 and Maven 3.6.3 support are unchanged. Fixes #997. Uses the core proposals apache/maven#13208, apache/maven#13209 and apache/maven#13210; this is the map-based alternative to #1698. Validation: full verification, 103 Invoker builds and 70 Linux runtime cases passed across Maven 3.6.3, 3.9.16 and the three modified distributions.
