Fixed in `73a3297`. Disabled repositories are now removed from the
candidates passed to local artifact lookup, and the regression checks that
list. The focused reactor test passed (27 tests); Checkstyle and `git diff
--check` pass. Spotless could not run because its Palantir formatter is
incompatible with the available Java 27 runtime. The requested 1.9.x backport
label is not present; creating it returned HTTP 404, so a repository maintainer
will need to create/apply it.
