Fixes #12975. The commented-out block in `MojoExtension.finalizeConfig` copied a parameter's `implementation` into the configuration attributes, as `DefaultLifecycleExecutionPlanCalculator` and `BuildPlanExecutor` do. It cannot be enabled here: `MojoExtension` works on the plugin descriptor of the new plugin API, and its `Parameter` (`api/maven-api-plugin` `plugin.mdo`) has no `implementation` property (only `Mojo` does). The core classes read it from the compat `Parameter`.
