Fixes #607. `mvnd.exe` imported `vcruntime140.dll` and `vcruntime140_1.dll`, which Windows does not ship, so the client failed to start (`0xC0000135`) on machines without the Visual C++ redistributable. A Windows-only profile links the static vcruntime and the system UCRT instead (the "hybrid CRT"), adding about 20 KB of code. GraalVM's own `/MD` link stays unchanged; the options only replace the vcruntime and startup libraries. Both CI workflows now fail if `mvnd.exe` depends on `vcruntime*` or `msvcp*` again, and the README no longer tells users to install `vc_redist.x64.exe`. The GraalVM-side request is oracle/graal#1762. Verified: master and this branch built with Oracle GraalVM 25.0.4 and MSVC 19.44, then run on a clean Windows Server 2025 VM without the redistributable → master fails every command with `0xC0000135`; this branch passes `--version`, two daemon builds, `--status`, a compile-error build (exit 1), and `--stop`. -- This is an automated message from the Apache Git Service.
