Adds a `pr-number` composite action in `.github/actions/pr-number`, which finds the pull request whose current head is a given commit. It is meant for privileged `workflow_run` workflows, where `github.event.workflow_run.pull_requests` is empty for pull requests from forks. The lookup follows the pattern from apache/infrastructure-website#313: - `head-sha` (required) is checked to be 40 hex characters and passed through `env:`, never interpolated into `run:`; - `state` (required) is one of `open`, `closed`, `merged`, `all`; - `gh pr list --search <sha>` finds candidates, and only a pull request whose `headRefOid` is exactly that commit is kept; - the `number` output is empty when no pull request matches, e.g. after a newer push. `repository` and `token` default to `github.repository` and `github.token`.
