This is no longer reachable in Maven 3.10.x and Maven 4: the `release-profile` was removed from the super POM (#11999), and the super POM of 3.10.x now has no profiles and no plugins, so no plugin declaration has the location of a JAR resource any more. The exception only affected 3.9.x, where `DefaultPluginValidationManager` turned that `jar:file:` location into a file path. I tried a fix for 3.10.x (#13576) and closed it for this reason. I could not test 3.9.x on Windows. Maintainers, this can probably be closed as fixed in 3.10.0. -- This is an automated message from the Apache Git Service.
