Backport of #3508 and #3509 to fix the 3.5.x build with Maven 3.10.0 (https://github.com/apache/maven-surefire/actions/runs/39119471875). - #3508: fixes `Surefire1396CustomProviderClassPathIT`, `Surefire141PluggableProvidersIT` and `Surefire570MultipleReportDirectoriesIT`. The change to `Surefire838TimeoutExtensionIT` is skipped because that test does not exist on 3.5.x. - #3509: `ForkCountTestNGIT` is merged into `ForkCountIT`, so the dump-pid plugin is only installed once (on Windows a second install fails while the jar is still open).
