Backport of #13581 to `maven-4.0.x`. Each repository list (repositories / pluginRepositories) is now checked independently when deciding whether to inject central. Previously, central was only added when *both* lists were empty, which meant that a user who defined only `<repositories>` (e.g. an internal mirror) would lose central for plugin resolution. **Changes:** - `&&` → `||` in the empty-check condition - Each list filled independently via a `Settings.Builder` - Four new test cases covering all combinations (both empty, repos-only, plugin-repos-only, both defined) Cherry-picked from a99adeb2b234ffd3ac56850fb802a03bdb4f6bcb with conflict resolution in the test file (adapted to 4.0.x test structure). -- This is an automated message from the Apache Git Service.
