   When neither `copyrightYear` nor `project.build.outputTimestamp` supplies a
NOTICE year, the fallback uses the JVM's default format locale. With `th-TH`,
that can produce a Buddhist year (2569 for Gregorian 2026).

Use `Locale.ROOT` for the fallback and add a regression test that switches
to `th-TH`, checks the Gregorian year, and restores the original FORMAT locale
in `finally`. Existing explicit `copyrightYear` and `outputTimestamp` behaviour
remains covered.

   Verified on JDK 21.0.12.1: 16 focused tests; `mvn -Prun-its verify` (86 unit
tests; 90 Invoker projects passed, one skipped for JRE version); Spotless,
Checkstyle (0 violations), Apache RAT, and `git diff --check` passed.
