slachiewicz opened a new pull request, #689:
URL: https://github.com/apache/maven-project-info-reports-plugin/pull/689

The Licenses report now renders a license given by an `http` or `https` URL
as a link instead of downloading and inlining its text, so building a site no
longer sends a request to the server hosting each license. A license in a local
file (for example `<url>LICENSE.txt</url>`) is still inlined, and `linkOnly`
keeps meaning "never inline".

To inline remote licenses as before, set the new `downloadRemoteLicenses`
parameter, or pass `-Dlicenses.downloadRemote=true`. A new FAQ entry explains
the change. The index of license names is shown only when at least one license
text is inlined.

Refs #586 (kept open on the reporter's request until the release has been
out for a while).

   Verified: `mvn -P run-its verify` → 34 tests and 25 ITs passed; `full-pom`
now links its two remote licenses and no longer fetches them; `MPIR-242` still
inlines its local license.
