Backport of #13589 by @arturobernalg to 3.9.x, for #10230. Maven 4 no longer
has these options (it has `mvnenc`), so master and 4.0.x need nothing.
* First commit: #13589 cherry-picked as authored; the only conflict was the
import block.
* Second commit: the imports 3.9.x lacks (`BufferedReader` in `MavenCli`,
`ByteArrayInputStream` in `MavenCliTest`).
Please merge with **Rebase and merge**, so the first commit keeps Arturo as
its author.
Verified: `maven-embedder` tests → 35 pass, including the three new
`testReadPassword*`; spotless clean. With the 3.9.17-SNAPSHOT distribution
built from this branch, `echo myMasterPassword | mvn --encrypt-master-password`
→ `{/fyemEyd…}` (3.9.16 → `{}`); empty input → `No password was provided`. Not
run: the core ITs.
