### Affected version Maven 3.10.0 and 4.0.0-rc-7 (Resolver as bundled) ### Bug description `mvn archetype:generate` with Maven 3.10.0 or 4.0.0-rc-7 and an empty local repository prints: ``` [WARNING] Remote repository central serves path archetype-catalog.xml that its auto-discovered prefixes file denies; the prefixes file appears stale. Allowing only this verified path; the prefixes filter stays enforcing for all other paths (set aether.remoteRepositoryFilter.prefixes... ``` Central's prefixes file is not stale: `archetype-catalog.xml` sits at the root of the repository, outside any group prefix, so the file can never list it. The warning then appears on every `archetype:generate` against Central, which is how the getting-started guides create a project, and tells users that something is wrong with Central. 3.9.16 prints nothing. Reproduce: `mvn -Dmaven.repo.local=<empty dir> org.apache.maven.plugins:maven-archetype-plugin:3.4.1:generate -DarchetypeArtifactId=maven-archetype-quickstart -DarchetypeVersion=1.5 -DgroupId=x -DartifactId=y`.
