Adds Dependabot ignores for `>= 3.10.0` on the five Maven core artifacts sitetools depends on (`maven-artifact`, `maven-core`, `maven-model`, `maven-model-builder`, `maven-resolver-provider`). Sitetools builds against Maven 3.9.x, and a 3.10 dependency here would raise the Maven baseline of every plugin that uses it. #724 is the bump this stops. -- This is an automated message from the Apache Git Service.
