Adds `custom.fluidoSkin.sideBarSkipped`, a comma-separated list of pages, by
their path from the site root, that render without the sidebar while the rest
of the site keeps it. A front page with its own layout is the typical case:
```xml
<custom>
<fluidoSkin>
<sideBarSkipped>index.html</sideBarSkipped>
</fluidoSkin>
</custom>
```
A skipped page loses the menu toggle for phones too; with `topBarEnabled`
its menus stay in the top bar. The `sidebar` IT skips two report pages and one
page in a subdirectory, and checks that the other pages keep the sidebar.
