### Affected version
3.12.0, `master` at 88ca852
### Bug description
`<addStylesheets>` is skipped with "--add-stylesheet option is not supported
on Java version < 10" when Maven runs on Java 8 or 9, even if the javadoc tool
comes from a newer toolchain. `addAddStyleSheets` passes
`JavaVersion.parse("10")` to `addArgIfNotEmpty`, which compares it with the JVM
running Maven (`isJavaDocVersionAtLeast` reads `JAVA_SPECIFICATION_VERSION`),
not with the detected javadoc version (`javadocRuntimeVersion`).
The reverse case also happens: with `<javadocVersion>9</javadocVersion>` on
a newer JVM, `--add-stylesheet` is passed to a javadoc that does not know it.
