`JavadocReportTest.testJavadocResourcesWithExcludes` passes on a clean build but fails when run a second time without `mvn clean`: the fixture output under `target/test-classes/unit/resources-with-excludes-test/target` from the first run makes the assertions at [`JavadocReportTest.java:714`](https://github.com/apache/maven-javadoc-plugin/blob/master/src/test/java/org/apache/maven/plugins/javadoc/JavadocReportTest.java) fail.
