`listLabelsForRepo` returns only the first page of 30 labels. On repositories with more labels, the monthly check reported existing labels as missing (apache/maven has 42 labels: `removed`, `wontfix`, `Stale` and eight others were flagged), and a run with `create-missing` would stop on the `422 already_exists` error. `github.paginate` reads all of them. -- This is an automated message from the Apache Git Service.
