olamy: tested this today with a minimal 2-module reactor matching the description (`sample-api`: no tests, no JUnit dependency, no surefire config; `sample-impl`: JUnit 4.13.2 with one test), running `mvn test -DexcludedGroups=SlowTest`. Confirmed fixed: with surefire 3.5.4 (default-resolved) and explicitly with 3.6.1 (latest release, pinned via pluginManagement), the `sample-api` module's `surefire:test` goal just logs `No tests to run.` and the build succeeds. No `groups/excludedGroups require TestNG, JUnit48+ or JUnit 5` error either way. Looks safe to close. -- This is an automated message from the Apache Git Service.
