Moves 20 ITs that only check how filtering and copy parameters shape the output (delimiters and escape strings, filter-file chains, properties encoding, non-filtered extensions, filtered file names, empty directories, default excludes, skip, test resources, copy-resources) into unit tests, keeping each IT's assertions; several now also check what the IT left out, such as the ISO-8859-1 file staying byte-identical in MRESOURCES-171. Each new test fails when the production line it guards is broken. include-git-ignore never tested `addDefaultExcludes`: plexus-utils no longer excludes `.gitignore` by default, so it passed either way. Its unit tests use `.DS_Store`, which is still excluded. MRESOURCES-106 stays an IT. Part of apache/maven#13822.
