Folds one passing IT per rule class into `always-pass`, which now runs 34 rules through their XML configuration and asserts each `Rule N: <class> passed` line in order, so every rule still has an IT proving its configuration binds. The dependency-convergence failure and success variants and the two module-info bytecode ITs are merged, and three ITs get verify scripts (dependencies_not_converging, excluding-tests-nonmatch, ban-distribution-management-multi-module-except-site). Merge after #1072: some removed ITs rely on unit tests added there. require-snapshot-version_success stays separate, since `always-pass` must be a release for `requireReleaseVersion`.
