Removes the "Configuring the Site Descriptor" and "Inheritance of the Site Distribution Management" pages; they move to the site guides on maven.apache.org in apache/maven-site#1813, which also redirects the old URLs. The menu, the index, the usage page and the Configuring Reports page link to the new locations. Merge after apache/maven-site#1813.
